Cultivation is a non-starter business model. LOW margin race to the bottom commodity business True but you apparently never looked at Trtc. It owns 5 dispensaries and has licenses for many more - it is a seed to SALE company. If dispensaries are a race to the bottom then good luck with a lab that tests MJ.
The rest is just silly. The states have the ball now but not for ever. The states can not change the IRS rule 280. There is no profit in MJ until that rule changes and that takes feds. The FDA will eventually require testing and set the testing requirements - not the states. You are starting to remind me of the southern states and their reasons why they could continue to use free labor as a states right. Did not work out for them did it?
States only have the rights the federal government cedes. Today, the federal has ceded MJ policies and in some respects laws to each state but soon the FDA will weigh in and the tied dyed mom and pop head shops will be gone forever.
