with the connection with the Chinese and financing available probably through them believe this is a done deal(imo) they are just waiting for guarantee of property rights and profitability.then when they unveil this I bet the unfolding of a multitude of cooperative deals and financing. the mid east needs a vehicle to protect what they have accumulated in the years of selling oil and its winding down now. any unrest in the world will make currency devalue substantially and that would make them scramble. the Chinese have long been aware of this which is why they buy things with the money they make with export products. a cooperative between the 2 is only logical and inevitable.
