Here is how it works. Traders that want to load as a group have one partner buy shares. Another bunch lowball bid. The buyer sells to his friends, driving down the Bid, to shake out some shares from weak hands. Panic selling ensues. Group loads cheap shares and sits on them and/or promotes the stock. BINGO!! You are correct, this is a concerted effort to load cheap. It is like MM cross trading to manipulate SP only done by aggressive traders.

The only problem in this case is, it is very difficult to do with a small float, especially if held tight by current share holders. This is FUN!!

EXAMPLE: BUY AT .003. SELL 1/2 HALF INTO BID. PUT THE REST ON ASK FOR .0036. ='S MANIPULATION WITH NO LOSS OF CAPITAL.
