From what I've seen, it could take pressure of millions of shares trading at the ask to move POWN, upwards. It takes significantly less selling pressure to move the share price down.
I think the ask would only drop from retail selling, not market makers. There always seems to be millions of shares ready to be sold when buying picks up (I'm counting on it). There are also a lot of people willing to buy more shares if the price drops low enough (yep, I'm one of those, too, under a penny was my buy point).
