They licensed Ost as the TSO for the country's power exchange,on Aug 15th,
Ost is the other know Albanian electric corporation along with Kesh.
It looks like they will let them start establishing it in September for trading.

Still waiting on confirmation if there was a shareholder's meeting from rumors heard from Albania, remember there's only 3 shareholders, were mushrooms.
