I think someone has accumulated a lot of shares and we should see some good run.

Do you have some filing to show such accumulation?

Hard to imagine an insider accumulating knowing that a RS is coming. Of course they're insiders and while even they cannot possibly know every development coming, they are way more in the know than retail investors / traders.

RSs typically lose money for investors, almost serially so in pennyland, which SKLN is and will remain unless they can RS and stay over $1 and get funding to justify staying on the NASDAQ.

While RSs are justified for a whole host of reasons, and it is argued that after the RS you end up with less shares but the same amount of $, the post-split price usually goes down further unless there is a compelling win and profitability going on for the company that reverses poor earnings and poor decisions previously made by leaders that collapsed the share price and got the company intro trouble in the first place, leading to their current rescue measures.
