it is not the final settlement but rather the tipping point in perception towards the inevitability of a settlement, whether it is in a few months or a few years, some sort of settlement is coming,
and right now this stock is trading for less than 1/3 of a 1% settlement on just the principal of their justice dept certified claim! (which by the way, also includes 6% simple interest per year)

and the float is less than 650,000 shares.
