Anyone know what the deal is here with this ticker? Seems to have a volume spike every year or so which goes absolutely nowhere.

I want to like the ratio of buys to sells, but what is there to suggest that this is any different from past non-runs? Looks like a giant waste of time to me; get money trapped for a year to flip for one-two ticks?
