I think Ray knew Tullow/Dana would not continue several months ago. Ray made the settlement with Tullow/Dana asap to be in control and work to get the job done > i.e drill. I am sure the last 6 months, Ray has been working hard at lining things up for the drill which he said will be done by next April. He said next April because he has made plans which are ready to go. And next Sept gives him a few months as cushion.
