I don't think the Japanese operation exists any longer, as it has been a few years now since they used it. As far as missing the reporting deadline, I am not sure, but must assume there was some good reason for not finishing it in time?

It now is in the hands of whoever they are seeking that last $30 million from. Plus, there may be a possibility of the DOE changing their mind, since they would like, I am sure, to give into at least ONE successful cellulosic ethanol producer! [:^)
