It is, and it begs the question as to why the violent gangs exist anyway. Dealing with a feel good law or two is much preferable to dealing with the problem of gang culture and the welfare culture that spawns it. That would necessitate the demonrats (personified by the mayor, Rahm) admitting that their whole agenda to "help" the poor does not work. The can't possibly admit that, so they are left with the old definition of insanity: Doing the same thing over and over, but expecting different results this time.
