Much of this shorting is normal trading activity. If I am making a market I go low offer and sell stock at that price. I don't own any stock so now I am short. I now go high bid at a price a little bit lower than what I sold the stock for. Someone hits my bid and now I have covered my short position. I have made a profit. I now go low offer again. This gets repeated many times in a day in a stagnant market. That accounts for much of the short volume.
