Enrolling extra patients in a study to achieve the originally targeted sample size once drop outs are accounted for is not unusual (can be part of the original study design). That may be where the extra patients came from as you suggest.


I really think it's just a function of conservatism in enrollment. You get notification that the trial target for enrollment has been met, then procedurally it takes time to shut down enrollment, there are already additional enrollees in the pipeline, and they don't get turned away.

I can't remember a Phase III trial where the actual number of enrollees wasn't more than the target.
