My guess is he screwed up and attracted too much attention with kmag.

Remember TRII came into the market after the KMAG suspension. He had the FINRA paper work in, and approved before the suspension hit.

In 2013 he pumped every stoopid thing he could think of. In 2014 he seemed too distracted by the KMAG tweet campaign to have much time to pump TRII. In 2015 his lawyers told him to knock the tweet crap off. But he kept on with a couple of TRII musings on the website. Something separate happened in 2015 with TRII. With the effect of causing Duncan-Jeffy to go delinquent in his 10K filing.
