Yep. I looked -- before I even posted. You, however, did not look around much (or ignored the obvious) -- trying to put a negative spin on something to make it into something that it is not, as usual.
It's an area of Santa Rose that is being beautified, and is actually very nice.
The ZAP facilities is on the river with a brand new river walk -- very nice -- with bike paths.
The building that you refer to across the street is just the remaining "front" facade (acting as a simple wall) of an old structure that has not been dealt with yet. Immediately on the other side of the facade (wall) is a beautiful field of grass, which is clearly seen from above (not street view).
Across the railroad tracks (next to the facility and just a stone throw away), are two beautiful new hotels.
The area is very nice.
