In these penny stock restitution cases, very little money ever gets collected by the Commission. The larger the number, the less likely it ever gets paid. The Feds are just not as aggressive chasing down and getting assets as they should be, even when many times they are in plain sight. And it should be a no-brainer. The costs involved dwarf the likely return on investment. Maybe they should consider outsourcing the work.
