That's just a statement to make a point. That being, it's been stated time and time again that people don't buy OTC issues because they believe the company will be successful because that would be investing.
Instead, people buy OTC issues because for one reason or another they believe only that the sp will rise and they can dump it for a profit, which is trading.
It doesn't matter if it's a pr from the company or a group of players getting together to run the stock based on BS like there's going to be a short squeeze.
