But why didn't they 8-K it?

They 8-K'd Naldogen which didn't even work out - probably because
it was a figment of ALLM's imagination:

But if they 8-K'd the Colombia agreement maybe a legal type would
have been smart enough to know how to spell the country!

And to say that this isn't material for a company with no revenue

With regard to the "finalized" - that's complete BS - if it's so
close to being final, why couldn't they just wait until they had
a deposit check instead of continuing to yank investor's chains!

Since the above is most likely another 'phantom' agreement, that's why
they didn't 8-K it.
