There were a limited number of MME registrations issued in 2014, long before mCig had formulated plans to enter the Nevada market. There have been no additional MME registrations granted since then. The process for getting a registration was long and grueling and required multiple presentations before several government agencies. It's doubtful that mCig could get such a registration at this time unless they purchased an existing license and I'm sure that wouldn't come cheap.

The process for getting an MME Agent Registration Card is simple. The MME can submit the application online for any agents it wants to hire along with a $75 fee and fingerprints so that the state can do a background check. If the state hasn't taken action within 30 days after the application is submitted, the agent is presumed to have a conditional registration and can start work.

mCig can do everything it wants to do with Rollies by simply contracting with the MME to get an Agents Registration Card. They would, in effect, collect a commission for producing and selling the Rollies and rolling services on behalf of the MME. There is nothing in the rules governing the terms of any contract between the MME and mCig, so they could theoretically negotiate a deal that gives them all the markup from the cost of the raw MJ. There is no need for them to have an MME Registration Certificate, only an MME Agents Registration Card.
