So Porter raised the A/S from 750M to 5.5B because he doesn't want to issue any new ones "now"? In that case, there was no need to raise the A/S "now".
The reality is the 1% rule, and timing the pump. The last O/S count 21-Jun-16, which was increasing at a rate of 50M a week was 695M. The 1% rule says Porter can dump 6.9M/Q. When he maxes it out at 5.5B, he'll be able to dump 55M/Q. That's reality. Pure 1% math is why the A/S went astronomical, and the O/S subsequently.
The timing comes into play in that he needs to have the pump ready to go, so he can front run the affiliates, and dump before their stock comes off restriction. Then again Porter and his Clay pigeon may not bee that smarts.
