HTQ is still under contract with the FBAR, so the notion they can't get a recovery permit but Seafarers/MAPS can is a bit far fetched. Reddy still deals with the FBAR just like Kyle does.

Internal memos show there's not much love for Kyle, what with those veiled threats and all.
