well, passing the mini is just not valid any more!
After they have decided to give away that old 747 bird (and literally everything else that could have been turned into money or would reduce the costs) they also gave up on that mini evac status. This is history now.
With a new aircraft they have to start the whole process more or less all over again...and THEN at some point we might end up just before a mini evac again....very distant future if at all!
So, the whole set up completely changed (not neccessarilly to the positive) for any potential investors....now there is just nothing to fund any longer, so why should they remain on the sidelines? They are all gone as there won't be any ROI for them to be seen realistically.
