Someone ought to tally all of the "incentives" for NGV's, electric and other alt fuel vehicles, and see where the advantages lie.

The $4.5 Billion is for infrastructure build-out for electric charging stations. The Infrastructure build-out for CNG/LNG is slowing, further hampering the adoption of NGV's in North America.
