Tick-tock was an arbitrary cadence. I think a more flexible planned and reacted-to environment driven policy could be more effective, but depends upon competence at the top. Eg, think of aviation...Tick-tock means you land and take off in thunderstorms if the thunderstorms are in phase with your tick and tock. Hey...I flew a lot in the 60's and 70's...there were several major domestic US wrecks per year...the solution...avoid severe weather even if it messes up your tick and tock.
