not exactly sure what you are asking ere but yes I think the R&D spend going down the last couple of years is correct given their use of University research.

It would be interesting to see the number of man hours spent on R&D.

The hard core R&D is done and now they need to be working with partners to design and develop prototype systems that will actually take in water and product hydrogen able to be captured compressed and used.

The budget needed fro that work is probably less than for the hard core work and there should be partners doing the bulk of it anyway
