While someone else may find more information about Quantum Berthold Refinery status, I couldn't and that is my exact point. What has happened to the status or progress of Quantum's Refinery and their well publicized Permit application of July 29, 2015, about a year ago?

Why no updates from Quantum?

Refer to N.D. Air Permit site as listed below, scroll down for the active listing of submittals. It is not even listed as a possible project, the Meridian one is though:
