It's probably a cheap attempt to "paint the tape". Stock manipulators attempt to influence the stock's price by buying and/or selling it among themselves to create the appearance of trading activity. It is illegal. I don't think anybody is being fooled by PLSB's such low volume. But they do achieve getting a daily price published.
