CLWD Mgt quoted this statement on the bottom of their June 10th PUMP AND DUMP release
"For information about the Company's convertible instruments or shares issued, please refer to the Company's SEC filings"

This is them saying, we didn't authorize the P&D but you may want to talk to our CD holders.

If not for that PUMP the Company would have had no route in the settlement of debts and with certain CD holders. Yes I am sure some CD holders were able to liquidate by dumping into the PUMP but there are many many more CD holders still in the mix.
