I think he wanted to limit downside share price pressure should the Adcom eventuality occur. Informing of the possibility, or even likelihood, of occurrence would potentially do just that.

He might have been advised it was "likely" or simply "possible".

He may believe it won't happen, or might, or will with certainty.

Either way, I think he was merely preemptively assuaging frustration in that temporarily unfortunate possible eventuality.
