prior to the run in january 2015, this is where it was:

Number of shares of common stock outstanding at November 15, 2013: 663,128,222


this filing from asher shows it was around the same in early january:

i see now the top of the run was actually around .004, and here's the next reported OS:

The Registrant has 3,661,157,505 shares of common stock outstanding as of March 31, 2014.


that's 77% of today's shares, and as you can see it stayed airborne the whole time. TP&C also had a huge OS when it took off. there have been many plays with 4B OS that ran.

if we get a big blast of volume on takeoff like the chart below, as long as those shares are held, we'll move. it's about the effective float, not just the actual float.
