What's really odd is that no one will answer the question I have posed here: "Do you believe drilling will begin immediately after $150K is raised through the private placement."

The official offering filed with the SEC was an ALL-OR-NOTHING offering for 2 million dollars.

If he uses any of the money before the entire 2 MILLION is raised, he'll risk spending time in prison.
