PTOI shareholders aren't unique in that respect. People that buy junk like this do it based on magic catalysts and other fictions, looking for whatever temporary bump may come from the next press release. Things like director elections and other corporate governance issues are the last things on their minds.

It's easier for me to understand the inaction of the shareholders (after all, they're just plain stuck) than it is for me to see a justification for the actions of the CEO. What are the benefits of paying the annual OTCQB fee, for instance? Screwing the pooch with Madison County could only be explained by the failure of the technology, yet he tried to talk it up in his latest missive to the downtrodden. Promising "Over the next few weeks, we will be sharing important information with you regarding the sales and marketing program that we intend to launch" and then not making a peep.

He seems delusional and he makes the poor judgment of shareholders seem reasonable by comparison.

CRAPP - Cheerleading, rationalization, anticipation, promises and predictions. Generally a strategic attempt to influence perception by disseminating positive and dubious or false information.
There's a lot of it floating around.
