Restart update

Although it's not the "we restarted the mine and everything is fine" PR that I was hoping for, this PR seems to show that they are taking their time and doing things right. Obviously they won't get a lot of second chances with the govt if there is another environmental incident. Hopefully the experience of MNG and their deeper pockets will allow good decisionmaking. Nibbled on a few more shares at .075.
