My comment would be this post from Pretzel.

Any count has to fit a much larger picture and this count of pretzel's for the SPX would be my reference point for attempting the count you are attempting in the RUT.

Your count would be based on Wave 4 being complete in Pretzels count and he hasn't concluded that himself, so I would be reluctant to as well.
