You would have to be a complete idiot to pay .003 (1 million shares for $3000) for shares when you can buy them yourself for .002 to .0023.

Briscoe must think the people receiving those letters are really dumb. And I don't see why he would not think that, after he has been conning them for years and they keep coming back for more punishment.
