Titus isn't speaking to the European Union. He's speaking at the EIHA (European Industrial Hemp Association) conference. The EIHA is a private, non-profit organization.

The conference website has a list of participants, and shows three from San Diego, including Titus and a guy who some people think isn't involved with the day-to-day operations of MJNA, despite being the majority shareholder through his other company, HDDC:
