It is based on the assumption that shares can be liquidated.
The government will never liquidate shares because liquidation of shares can only occur when the company is in the process of winding up. Winding up can only occur during a receivership or dissolution.
And I dont think anyone believed the gov will ever authorize a receivership or dissolution.
