I don't think they will get there. It seems like they are not able to sell enough shares at this price, they are slowing down and cannot go much lower.

From the 10-Q in 2015 As of November 20, 2015, there were 57,021,234 shares of common stock outstanding.

From the 10-K:
As of April 22, 2016, there were 204,745,625 shares of common stock outstanding. (+359% in about 153 day's that's 70% in 30 day's)

From the 10Q Q1 2016
As of May 17, 2016, there were 292,840,069 shares of common stock outstanding. (+43% in 25 day's that's 51% in 30 day's)

To reach 1 billion they seem to need at least another 5 months.

The pace on which they diluted before the last RS was way faster:
