"Whom" is used when it's an object (after the verb). Who is used when it's the subject (before the verb). Think of it this way: if you'd use 'he' then you use 'who' - if you'd use 'him' then you use 'whom'. "Who would like to go?" "Bob asked whom to the prom?" "Who went to the prom?"
