The DOE like most of the other agencies are pawns of the establishment. The congress establishes programs and the committeemen within the establishing agency make sure their friends and family or universities get the contracts... it is all controlled. So line up, and pay to play. This is how it has always worked. Only lip service is given for legislation or oversight that would ensure fairness. Trump know this and could help to make much needed change.
