You are correct that it goes from district to circuit court. I don't think its as commonly referred to as circuit court as it is court of appeals though. In fact, in lawschool, we were always told to only call it court of appeals...but our professor may have just been trying to be quirky, so I don't know.

Yah...they are actually considered the same level of court as the district courts. They are just under special dispensation to hear cases that are monetary against the US government. No other court is permitted to hear those kinds of cases. The judges are appointed the same way Supreme Court judges are, but the president and affirmed by Congress. They also can only serve 15 years maximum. But they still follow the same appellate procedure.
