NASDAQ Up-listing vs. QTMM

If I remember correctly, one of the milestones that was presented to be achieved by Q4 of 2016 is uplisting to the NASDAQ. This would be great for us (obviously), but reading through some of the requirements makes it seem like this won't possibly take place for months, even years, after Q4 '16 has come and gone.

Is there something that I might be missing here?
