By placing them in Conservatorship they were deemed unable to realize the benefits of reduction in interest rates on their assets since they might not last 30 years. That's the result of Paulson's decision, they are not allowed to book the offsetting losses and gains.
You did not answer my question! Should they hedge or leave themselves and the tax payers totally exposed to interest rate risk?
