LBJ's actions had little to do with a socially responsible agenda or affordable housing. It was an underhanded subterfuge to conceal his Viet Nam war spending by ridding the Federal books of MBS guarantees to avoid the debt ceiling boogieman.

Other than Elizabeth Warren, Jeb Hensarling or possibly Bob Corker, I doubt there is anyone in either the House or Senate that fully understands the vagaries of today's housing finance market. It has just become one enormous, high risk casino.
