At best it smells like a potential maintenance contract. 364 Days a yr with about 6hrs of useful sun per day on average that's 2,184 hrs. So... in order to keep the hydrogen or chemical production costs down the system will need a refresh twice a yr.

The sun, electricity, chemicals, etc. stress materials. Naturally, all things get hammered with time. Photoelectrochemical cells are engines of change; left alone they will degrade unless the environment is very narrow (thus useless for production) or many more systems or repair mechanisms need to be created to assist in auto-repair. But then the complexity will more than likely make it prohibitive unless its an inherent nanotech mechanism that heals the cell with darkness and cool nights or some other natural cycle.
