Why should that be a surprise? The report was both bogus and fraudulent.
The regulators that are most interested would be CSA members, that have little patience for geologists, especially US geologists, who fraudulently misuse the NI 43-101 standard. That bogus report pretty much mans Henkle will never be hired by any legitimate Canadian company. There is absolutely no excuse for Henkle preparing and putting his name on such a non-compliant report. He claims to have read and understood both NI 43-101 and NI 43-101F and the report was prepared "in compliance" with that instrument and form, but it isn't even close. An outright lie at best, overt fraud at worst.
Henkle is a menace, but it doesn't look like he gets much work. He probably was happy to violate his professional standards for a few bucks, and Leopold took advantage of that and used the fraudulent report to pump the stock and transfer shareholders' money right into his pocket.
