OT: Um, you exhibit little familiarity with Canadian or Quebec politics.
For instance, you seem not to know that the most recent Quebec government has embarked on a major and sweeping austerity programme that has caused huge protests across the province.
As well, the relationship between the federal, provincial, and municipal governments in Canada is very different than those between the analogous levels of governance in the US.
Also, I am not sure what you mean by the term 'debtor province'. Every government carries debt, the same way large corporations do. It's how large organizations fund infrastructure and the like, primarily by selling bonds.
(If you haven't figured it out by now, I have been studying and/or following closely the politics and political economy of Canada for more than 40 years; I know my stuff.)
