Quebec has been supporting ORT for years without there being a federal infrastructure programme, so why is the latest tranche any different from the previous ones?

Perhaps you are saying that you have magical powers that allow you to read the minds of decision-makers in Quebec, or that you have employed operatives that have hacked into government servers so you could read the e-mails they sent. Absent one of these, there is no way to know what you are claiming to know.

Or if this pot of money is no different from the previous ones, you are arguing that the earlier money was in anticipation of the federal infrastructure programme the Quebec government had no way of knowing would be coming down the pipe.

In any case, your argument is specious.
