Their cluelessness knows no bounds. They keep talking about how Saipan is close to China. It's 7 hours from Bejiing by plane. Saipan is in no way convenient to China. Since they have never made a movie before they have no idea how much equipment a film uses and how many people are necessary to complete even the smallest project.
Generators,lighting equipment, wardrobe,sets would all come by sea.
A massive expense and a massive bit of coordination where again, they have no experience. No film professionals reside on Saipan therefore your entire crew needs to be imported - housed, fed, and given a per diem. No camera rental houses on the island mean you have to bring at least two complete camera setups because if you have a failure you can't wait two days while a replacement is flown in. I could go on but if you have to be able to figure this out on your own.
