It fell on deaf ears, Cultura can't or won't do anything without the Presidents approval.

knowing a bit about the court system here. (I'm a retired DA from the US).
Victory or defeat- the appeals process is long and painful, and if it gets all the way to the supreme court, you have a panel of judges (every supreme court judge is an appointment of the PLD, either appointed by Danillo or Lionel). So a fair supreme court decision is a lot to hope for.

It is a simple matter of its their country, if they choose not to renew a lease it is there prerogative.
The standard lease contract has a bunch of clauses in it built for the protection of the host country.
They can claim anything from non-performance on and it would be an American Companies word against a Dominican Institution. The appeals process gives a lot of latitude to the Government.
It could simply state that the leases were not renewed for the best interest of the DR and that would be very difficult and expensive to defeat.

I do believe that you have a very good chance of getting your artifacts in a division, but how long that will take is anybody's guess
